As you can see, such accommodation facilities as campings, hostels, guest houses, sanatoriums, dispensaries, summer camps in comparing with the system of 2003, for example, were not classified. But actually these hotel enterprises can get some category and have an opportunity of servicing groups which may stay there during the Football Championship.
In order to get a category, a hotel enterprise must pass through the official procedure of classification, which is hold by experts from the accredited organization. The

It was the time when XXII Winter Olympic Games and XI Winter Paralympics were taking place in Sochi. The procedures for the development of a new classification system were included in the concept of the Federal Target Program “The Development of the domestic and inbound tourism in the Russian Federation in 2011-2016”.
The system of classification was designed in order to meet the main points of the Federal Law “On basis of tourism activity in Russia”, the recommendations of WTO and foreign policy that was current that time. Getting a category has become virtually mandatory for all hotels which were used for serving The Olympics. And now there is the same system because of upcoming “FIFA World Cup Russia 2018”.
In conclusion, this action is an important step towards improving the quality of services at accommodation establishments, providing consumers with reliable information on enhancing the competitiveness of hotels, increased tourist flow, and consequently, revenues from inbound and outbound
