A dog is considered at large if it is not confined within the owner’s property. According to Fort Bend County Animal Services, if a dog is running loose, animal control has authority to take the dog into custody. Additionally, Needville’s Code of Ordinance states that animals running at large or is causing a nuisance are considered unlawful. These laws intend only to keep your pets secured and out of danger. For instance, my neighborhood’s streets are not well lit at night, leading to many small roadkill littering the streets. Allowing a small dog to run loose increases their risk of getting into a car accident. Furthermore, the Code of Ordinance says that any animal violating the chapter can be taken into custody. While these laws may seem to inconvenient to the owner over a small issue, the intentions are to keep dogs out of harm’s way.
In conclusion, dogs do not have a sense of judgement and depends on the owner to steer them in the right direction. In order to respect other neighbor’s property and peace, dog owners must fence their property to enhance their dog’s safety and to prevent their dogs from running loose. Otherwise, dog owners need to keep their dogs in watch when they spend time outdoors. If the dog owner is not willing to invest in a fence, they must train their dog to stay within certain borders (Luther). Overall, the sole responsibility of a dog’s safety and actions belong to the dog’s owner
