The small area doesn't give the dog the leg room to run around, jump to catch a toy, or simply walk and explore a new area unleashed.
When deciding to take the dog out for an hour walk, sidewalks are bound to have zooming cars pass by, groups of people or children who may not be too fond of having to be near an animal. Due to potential danger the owner wouldn't even think for a second to take the leash off; yes the dog is outside getting fresh air and a bit of excerise but the simple dog friendly envoirnment is for him to really let loose is just not there.
Overtime the lack there of may cause a build up of agression in the animal. From experience when you can't take your pet out and let them have the fun they deserve, it makes you feel like a bad owner. You soon start to come home to toys being completly destroyed or some of household items right along with them. Your dogs has been confined and limited on it's ability to normal and easy excerise.
