The average dog barks at 75 decibels, and many large dogs bark at 100 decibels. That alone can be mentally upsetting. Also not even the dogs, there owners will be yelling nonstop trying to get there dogs attention and give commands. The parks will be loud & busy but the parks could just set a open and close time during the day so theres no noise at night when the city's sleeping.
There is other concerns with safety, at a dog park if a dog bites or injures another dog or even a human there can be lawsuits against both the owner and the city due to it being a city ran & owned property. The amount of taxes that would be needed to build and open the dog park would cost thousands if not hundreds of thousands. That would make it unfair to people without dogs and people who do not wish to use the dog park. Why should they pay for something there never going to
