On July 10, 2017, Police Officer Carlus Ingram, DSN 7956 and I (Probationary Police Officer James Harris III, DSN 0513) manning vehicle 2322 received a non-emergency call for a prior “Disturbance” at 2009 Hebert Street (White Castel Restaurant). Upon arrival, we were met by victim Manager Florence Jones who advised us of the following:
Jones stated she was working the front counter cash register at the mention location on 7/09/17. Jones said at approximately 5:20pm, while taking an order of male customer, suspect that she referred to as “Joe P.” approached the counter.
It should be noted Jones said “Joe P.” is a patron that frequents the business frequently and further described him as: black male, dark complexion, approximately 60 years of age, 5’10 to 6’00, 150 to 160lbs, slim built, no facial hair, low haircut, black and grey hair no further.

Jones said the male customer had a verbal altercation with “Joe P.” in regards to interrupting him. Jones said the male customer and “Joe P.” exited the building to the parking lot where they continued the verbal altercation. Jones said in effort to diffuse the situation she exited the building to the parking lot and informed “Joe P.” that she will handle his request. Jones said “Joe P.” responded by stating “Bitch you can go inside this shit your fault.” Jones advised the male customer left the scene as there was a sick call inside the lobby of the
