Clearly, he is not planning on going through Congress. From my perspective, this demonstrates that – as a top political power – the president has more authority than an entity like Congress. The president also has the potential to wage war for 90 days without Congressional approval. Quite often, the War Powers Act that gives the president this power has been abused far beyond even the 90 day rule. Overall, the Presidents of the United States have, on at least 125 occasions, acted without prior express military authorization from Congress. These include instances in which the United States fought in the Philippine-American War from 1898–1903, in Nicaragua in 1927, the NATO bombing campaign of Yugoslavia in 1999, and even the War in Afghanistan in 2001-Present. From these events and others of similar disposition, I conclude that Congress is just a shell used to convince the masses they have some form of influence on Capitol Hill.
Next, let’s examine the top military brass to see if they have any real power. Many Americans may view the military as just being a tool of politicians. However, given the opportunity, I believe they have the greatest physical power of all. We will examine this point a bit later, but for now let’s focus on their influence of the day-to-day lives of Americans. Their influence amounts to little – unless you examine the amount of jobs the military
