This week 's reflection has resumed the debate on participation and communication with a special focus on planning theory and practices. This discussion shed light on the rise of new ways of planning different to the traditional rational planning approach. In particular, this reflection expands on communicative planning (sometimes called collaborative planning), an approach based on the use of communication to help different interests in the process understand each other. Moreover, this is not only a semantic discussion, but an epistemological discussion on the concepts of consensus, communication and democracy. Most traditional of the relies on a neoliberal definition of micro enterprise when it comes to design or implement a policy. Nevertheless, legislators, researchers and practitioners involved in the policy making process should evaluate a diverse array of variables and voices before implementation. As planner, we have use role maker in order to be in both sides of policy making. That is influencing directly the policy making trough a collaborative planning that translate what micro-entrepreneur needs. The vast majority of this programs fails because they don’t include in their process a participatory process, but rather only impose what they believe that is good for them. As economic development planners, we have to not only focus on profitability but also in the non-economic impact of microenterprises. That is community building, self-esteem, women participation and so forth. Also, policy making will be enhanced with the inclusion of multiple voices, creating ad-hoc solutions as opposed to generic solutions. If we are able to provide the need tools for entrepreneur to start their own business or to become part of a more collective form such as cooperative, we are changing the role of the state and empowering people to take their own decision instead of someone choose it for them.
