I think that Orwell chose to use a fable in his condemnation of Soviet communism and totalitarianism because the point of a fable is to teach a lesson or to show a moral. Instead of just writing a story about the Soviet Union, Orwell used a creative way to show that communism and totalitarianism isn’t a good way to run things. A fable usually has animals as characters, and the use of animals in the story helps to show the social classes and how easy it is for some people, or animals, to take control of the weaker classes. It can sometimes be easier to understand things when they are simplified to something so common as animals.
