The Mozambique case study examined by Cobban seems the most appropriate for this research paper. There are similarities to the execution of atrocities carried out against civilians, in both Sierra Leone civil war and Mozambique’s. The provisions of the amnesty process in a peace agreement aids in avoiding the clash of political ideologies of conflicting parties. The coordination of the peace agreement process to enforce the amnesty provision is equally important, as well, factors need to be considered for the enactment of the procedure. Who gets to oversee the negotiation proceedings? Where will the negotiation take place? What purpose is the negotiation process? These questions provide insight to the success of a peace agreement process, the institution and implementation of an amnesty provision. A deal was ultimately signed in Abidjan in November 1996, stating that the war was ending ‘with immediate effect’ (Gberie, 2002, p. 3). Unfortunately, this reuslted in the nonparticipation of the RUF in the elections and their hurling of atrocities on civilians by amputating the hands and feets of wommen, children, and even babies. Furthermore, it resulted in the formation of another armed group Armed Forces Ruling Council (AFRC), who executed more malicious terror and vandalism on civilians (Gberie, 2002).
Obviously, the negotiated peace agreement was rushed by the ruling party and contributed to its failure. Inclusion policy which is a key factor in long term reonciliation process was not implemented. Unlike the sierra leone agreement, the Mozambique peace agreement was delibarated and facilitated efficiently as conflicting parties (Ferlimo and Renamo) were consulted and carried along through the negotialtion process by the mediator. As observed, both parties decided together who to mediate the negotiation peace agreement and the venue for the process to take
