The victim is allowed to wander around the streets and there were reports he's daning around in the street causing traffic to pull over and take his picture. The reporter stated there were prior concerns the victim may be homeless or that he may have a caretaker that's over his check; the caretaker may pay the victim's bills but doesnt make sure that he's properly supervised. Mr. Ridley has wandered all the way to Summit in the past, he approaches people, get in their face, and speaks loud, but he's not violent or aggressive towards anyone.
