The Cold War inspired cosmopolitan democracy because of the international issues that had never been witnessed before in history (96). Before the Cold War there have never been weapons that could destroy the environment and affect nations that were not involved in a conflict that used such weapons. In result of such weapons and international issues, the United Nations was born and tasked with designing regulations that will prevent global conflicts. Unfortunately the initiatives from the UN often fall flat due lack of funding, support, and etc (96). The UN does not have the necessary power to enforce laws and make other nations obey laws. If there is no governing force for international laws, then many nations will make decisions that can negatively affect other nations and not face repercussions. Cosmopolitan theory firmly believes that decision that will affect those outside their border should not just be solely responsible to make such a choice but those outside of the border should be involved in the decision making process (99). A prime example will be if a nation is changing their own natural environment, that it can change the environment for those that fall outside of the borders. The cosmopolitan form of government provides the best lessons to use when operating a large scale democratic nation. A cosmopolitan democracy demands the citizens should only be allowed to participate on decisions that will affect them indirectly or directly. If a decision will not affect them, then they should be not participate in the voting process. Time and resources will be saved by excluding those in the voting process. Cosmopolitan democracy is relatively new, formed after the Cold War, when compared to Rousseau’s democratic theory. It was formed to solve the new global threats that are now afflicting nations. National communities should be able to make decisions that will directly affect them, and the model of cosmopolitan democracy creates an environment for multiple members to participate in such decisions. Currently, the world is ran by hegemonic powers and if a large nation state is to contribute to such an environment without affecting the smaller states it would be wise to operate in an environment were all votes are held equal. Large-nations states would have mainly have to concern themselves to not violate basic human-rights when making decisions because under the cosmopolitan theory; violations of human-rights by other nations would be reprimanded by a world police force.
