Imagine a person has just arrived in a new country. The people of the country speak an unfamiliar language, learn a new way, and their culture is completely different than this newcomer is accustomed to. This person is asked to learn the native language and perform tasks according to the culture’s standards. They have no help in this language learning process, and are asked to execute tasks and learn on the same level that other local residents do. This alone seems difficult, but incorporate a disability into that mix, and learning becomes seemingly impossible! For this reason, accommodations may be provided to all students with disabilities that qualify. However, for English language learners (ELLs), these accommodations need to be specialized to fit both the disability and the language barrier. Although many accommodations that are commonly used in schools can be applied to all students with disabilities, some are used primarily for ELLs with a disability. What accommodations must be made for ELL special needs students that might not be made for English only special needs students and what accommodations may be made for both?
