Venezuela has a unique formation of the government, it is a federal presidential republic, but unlike the US and other federal governments, the power is very centralized. The president, as the chief executive is the head of state and head of government. However, the federal is consist of 72 individual islands of 11 federally controlled island groups, but the central government has lots of power in federally controlled areas and all 23 states.
The nominal selectorate of Venezuela are the eligible registered voters. As of March 16, 2016, there are 19,504,106 registered voters, which makes 62.87% of the total population, but the real selectorate or the influentials were only 79.63% who elected Nicolás Maduro Moros in 2013 through direct and popular votes.

As the winning coalition, CNE legitimizes prescience and continuation of the corrupt leadership and interpret dictatorship as a democracy. It is also a reliable political tool for the ruling party and leader to delegitimize, disqualify or defeat their opponents.
As a five-member institution, CNE can be easily influenced. The body has been accused of widespread pre and post-election fraud or covering up the government interferences in the election process, electoral irregularities and manipulation of voters. The political opposition's claimed that they had been threatened by persecution, intimidation or administrative sanction by the government through CNE and even International observers have not given enough access for monitoring the elections.
The political warfare between the two governments has already launched. President Maduro accuses the United States of actively engaging against his regime and to overthrow the government. While the US is Venezuela's largest trading partner, President Maduro also accuses the US of economic warfare against
