Granted that the contract between the sponsor and contractor could have allowed more participation of the former, I feel that DHS’s procurement personnel should have had some degree of contribution during the planning and execution phase. This is to ensure that the Boeing’s procurement practices were aligned with both DHS’s best interest, and supply chain policies and procedures. Furthermore, the sponsor’s procurement group could have also assisted with the project’s supply chain risk analysis. For instance, DHS’s procurement could have verified whether the project’s material suppliers were reliable enough to ensure a long term supply of MRO items during the lifecycle of the system.
