As a vital service provider in Dhaka city, Dhaka WASA introduced benchmarking techniques in order to improve its performance. A committee consisting of the Dhaka WASA senior staff members along with the Managing Director works in this initiative. The Benchmarking committee caters the World Bank (WB), Asian Development Bank (ADB), and South Asian Water Utilities Network (SAWUN) in the matter of Benchmarking and Monitoring of “Program for Performance Improvement (PPI)” of Dhaka WASA and related fields. The committee maintains liaison with all concerned stakeholders.

There is only one female member in the board members of Dhaka WASA whereas no sign of female members is evident in the top management. This clearly reflects the absence of the participation of women in the decision making body and policy level of Dhaka WASA. In Dhaka WASA, 10% quota for women set by the Government of Bangladesh has not yet been implemented fully. There are 11 Mod zones in Dhaka WASA including Narayanganj that basically deals with field operational work, but quite a few number of women officers and staffs work over there. Wash room, prayer room, transportation and medical services for women are in present in Dhaka WASA but the quality and adequacy of these services are yet questionable.
8. Master Plans
Dhaka WASA has prepared three master plans: i) Water Master Plan; ii) Sewerage Master Plan; iii) Drainage Master Plan for Dhaka City. Among these master plans, the implementation of the Water Master Plan and the Sewerage Master Plan has been started already.

Due to an absence of sewerage system in the large parts of Dhaka city, waste is being dumped in rivers, canals and other water bodies, causing serious water pollution. The plan is supposed to be implemented in three phases at a cost of US$ 2 billion. In the first phase, Pagla Sewerage Treatment Plant, which currently treats only 40,000 cubic metres of waste, will be improved so that it can use its full capacity of treating 1.2 lakh cubic metres of waste.. In addition, the trunk sewerage from Madhubagh (near Tejgaon) to Pagla will be rehabilitated and new sewerage system will be built in Gulshan and Banani area. Wasa will also rehabilitate or construct four lift stations at Tejgaon, Gulshan, Bashabo and Golapbagh. The first phase will be implemented by 2015.
