Planning is the most important managerial function. It is the process of deciding in advance what needs to be done in the future. Logically, planning must come before any other functions because it determines the framework in which the other management functions are carried out. The only way healthcare organizations can survive is to forecast the future, plan rationally, and prepare for change (Dunn, 2015).
Another strategic planning process that illustrates how the SFDPH is aligning its future goals with its mission can be seen via its 2012 resolution passed by the SFDPH Health Commission adopting three budget priorities, which are:
1. Development of an Integrated Delivery System
2. Public Health Accreditation (PHA) and

Hence, “the Population Health Strategic Plan was developed in two phases. The first phase was the redesign of the division formerly known as Population Health and Prevention (PHP) and the development of a strategic map” (San Francisco Department of Public Health Annual Report, 2013-2014). This phase involved engagement with the community, monitoring of health outcomes and feedback mechanism. Phase two on the other hand, “focused on developing health indicators for the strategic plan” (San Francisco Department of Public Health Annual Report, 2013-2014). These health officers’ jobs are to ensure the health department in San Francisco properly provides the residents and people of San Francisco with valid and safe health services. The health officers are Barbara Garcia Director of Health, Colleen Chawla Deputy Director of Health and Director of Policy & Planning, Roland Pickens Director of San Francisco Health Network, and Tomás Aragón Director of Populations Health Division (SFDPH Annual Report 2013-2014, n.d.). As the director of health, Barbara Garcia sits on top of the organization. She makes most of the executive decisions about any current issues or planned projects and tasked with hiring any top management. However, the Health Commission can review any decision she makes and sometimes these decisions will need approval from the Health Commission. As a top organization leader, she also has the authority to delegate work to others. Colleen Chawla is her deputy director of health and also director of policy and planning. Her task includes making sure that Barbara Garcia is kept abreast with issues in the health department, providing assistant to new issues, and staying on top of communities’ needs and future outlook.
