I agree when developing an emergency planning process, it is essential that the plan is treated as a live document, meaning that the information can be changed in order adjust to the emergency situation. As you stated the emergency planning process works best when everyone works together to main a collaborative plan. All departments involved in the development of the emergency plan has to feel like their input will be considered and that the plan will be executed as anticipated.
