Per Reporter: The family has an open case with Desoto County; for that reason, Chelsea has to complete random drug test. Chelsea tested positive for opioids 6/29/17. Chelsea use drugs around the child. Chelsea keeps the drugs in her make-up bag, which the child knows how to open it. Chelsea has been to rehab previously and continues to use drugs. The drugs are not being manufactured or sold. Chelsea lives in a low-income apartment complex, which the managers are watching closely. If that wasn’t the case Chelsea would have people in and out of her home. Chelsea has been arrested twice for paraphernalia. The most recent arrest was 7/4/17; Chelsea was found passed out at a gas station, which led the store manager to contact law enforcement. Law
