SUBJECT: Department of Defense Strategy Options for Russia
1. POLICY DECISION AND OBJECTIVES: In preparation for the upcoming National Security Council meeting scheduled for 12 December 2016, the President has ordered a comprehensive Russia strategy that meets policy objectives to ensure the incoming administration inherits a coherent strategy. The approach used for the current Russia policy focuses on the following four objectives: 1) deter further aggression through the projection of strength and unity with allies, 2) build resilience and reduce vulnerability among friends and allies facing Russian pressure and coercion, 3) cooperate with Russia on core national security priorities when interests align and 4) sustain ties to the Russian People and business community to preserve the potential for a more constructive relationship in the future. The current policy was based upon the assumption that a more integrated, democratic, secure, and prosperous Russia would be a safer, more predictable partner for the U.S. and its allies. Russia’s increasingly aggressive behavior has prompted the President to order a new Russia strategy that includes realistic measures to address the above objectives, protect against future cyber-attacks, and to raise the costs to Russia when it challenges U.S. interests.
