Delaware County, a metropolitan statistical area (MSA), a geographical region with a relatively high population density at its core and close economic ties throughout the area. Delaware County is one of the 92 counties included in the state of Indiana. This county is a suburban area located in east central Indiana. The county was founded on April 1, 1827 from Delaware New Purchase. The county was named for Delaware Native American people (Genealogy Inc., 2014). Involving mainly land, the county covers 395.91 square miles, with water covering 3.78 square miles and land covering 392.12 square miles. In contrast the total of deaths reported in 2013 was 7,013, ranking Delaware County 11th in the state for death rate (City-data, 2014). Delaware County reported a decrease in population from 2010 to 2014, population decreased from 117,671 to 117,074 (City-data, 2014). Many factors must be considered with the decrease in population but one major factor might be the closing of multiple factories over that past several years. Two major factories closures including General Motor and BorgWarner, is surely a factor in the decrease in the population of the county. Job loss is sure to take families away, relocating them to find jobs to support themselves and their families. The two largest employers in Delaware County are reported to be Ball State University and IU Health Ball Memorial Hospital (Indiana Department of Workforce Development, 2015). In 2014 there was reported to be 23 parks in Delaware County, however driving by or thru these parks they are bare, no children playing on the slides, swings or merry-go-rounds (Indiana Department of Natural Resources, 2014). Many of these parks sit empty and quiet for days, weeks or even months at a time. Walkers, runners or bicycle riders are few and far between, the streets are filled with cars, trucks, city buses,
