Defense Acquisition Analysis

Defense acquisition authority is derived from several different places, but allows the Executive Branch, Congress, and the defense industry to all have significant roles and responsibilities for an effective acquisition system without giving too much power to any one component. As a result, this system creates proper checks and balances while maximizing taxpayer dollars and delivering necessary capability to the warfighter. It is also important to note that the Program Manager (PM) is at the heart of this process, tasked with balancing interests and overcoming challenges to meet mission objectives. Acquisition authority for the Department of Defense (DoD) comes from two main places, public law and executive direction (Brown, 2010). Statutory …show more content…
Objectives of this component include balancing national security with social needs; maximizing competition; and controlling industry profits (Brown, 2010). The Defense Industry (contractors) propose solutions to Government requirements, conduct independent research and development, and design, produce, support, and upgrade defense systems (Brown, 2010). Ultimately, objectives of this component include profit, growth, cash flow, stability, and technological achievement (Brown, 2010). It is apparent that each of the aforementioned functions are tasked to fulfill different roles, therefore having different objectives which best serve their interests. However, it is important that each objective is met via the acquisition process whether it be MDAPs or simple operational contracting support. An article from the Political Transcript Wire (SEN. KELLY, 2015) detailed a Senate Committee Hearing on defense acquisition system reform. The purpose of the hearing was to discuss the current challenges of managing acquisition programs; developing a system that is agile enough to keep up with technological change; and determine if there is an inappropriate level of oversight with the various roles of governmental agencies in the acquisition process. It also discussed budgetary constraints and the difference between the government and industry when it comes to not only budget, but program …show more content…
PMs structure their programs to make sure they accomplish the objectives of the defense acquisition system: to acquire quality products that satisfy the warfighter’s needs, in a timely manner and at a fair and reasonable price (Joint Program, 2004). The structured, regulated, robust defense acquisition system that is currently in place within the DoD is intended to balance objectives, provide transparency for the taxpayer, and ensure capability for the warfighter. However, the end result is reliant on the PM to make sure that

This book is best recommended for those interested in how power is distributed and going to the military, further pushing the idea of the military-industrial complex. Maddow does a great job showing the change in militaristic power from the Jeffersonian era in the early 19th century to Reagan’s presidency. The book pushes discussions past President Reagan, but the future of the military’s power and budget, especially during the 21st century, with the faulty and extreme spending of the…

Institutional risk includes “reforming acquisition processes, optimizing information technology acquisition processes, and maintaining the defense industrial base.” Ultimately funding is needed to modernize and mitigate risk. In order to create funding flexibility, the services look to congress and the states to support often controversial and politicized initiatives for institutional reform, such as reduction in excess or obsolete infrastructure and changes to personnel compensation. Complicating matters is DoD’s acquisition process which is poorly suited for keeping pace with global innovations in information technology (IT). The inability to efficiently acquire powerful IT solutions hampers efforts to leverage IT as a force multiplier to enhance agility, flexibility, and responsiveness.…

His strategic approach and ability to influence was historical in many respects. In order to bring spending under control Sec Gates proposed to the Services to evaluate their Major Acquisition Programs and look for efficiencies. First, he emphasized to the Service Chiefs that they would not lose money across the board and the savings realized by cutting failing programs of record can be used to fund other programs. Sec Gates needed the support and buy-in of the Service Chiefs upfront so he included them in all planning and decisions. Second, Sec Gates did not want leaks of the budget to Congress, lobbyists or the media.…

The Overlay process is a yearly process but continues to deliver the same personnel issues which the career manager dedicates additional man-hours to rebalance the system. Over the years, the rebalancing act becomes more difficult to correct due to accumulating excess Soldiers from the previous Overlays. By using the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) model can reveal capability gaps and develop solutions for improving the Overlay process (U.S Army War College, 2015). Force Integration Functional Area Analysis (FIFA) is another tool to analyze the Overlay process to implement change (U.S Army War College, 2015). Questions to consider developing solutions under DOTMLPF-P and FIFA are (U.S Army War College, 2015): • Policy - Is there a need to change the policy directed by HRC to OCAR on the Overlay timing and coordination?…

    C. The United States Department of Defense will faces an abundance of new and risky challenges with regards to the execution of the National Military Strategy within the next 5-10 years. Several specific factors help to highlight this. Those are the Budget Control Act of 2011, changes in the external world of the pentagon, existence of the iron triangle, the current climate of the defense industrial base, and the historical execution track record of the acquisition and deployment of major weapons systems. The Budget Control Act of 2011 and sequestration have set the stage for many of these struggles. The act was created in order to raise the debt ceiling that had been brought on thanks to the economic crisis of 2008-2009.…

In my position with the Army Materiel Command, I actually was responsible for several other programs that covered many of the Army’s core functions for communications and signal. One of the Army’s major functions is Command, Control, Communications, Computers, Intelligence, surveillance and reconnaissance (C4ISR). Absent the actual purchase of weapons system the second most important function that needs to be performed is controlling those systems via communications. The Army Materiel Command is responsible for the issuing and repair of all equipment used by the Army and as the logistics arm of the Army; this requires a complicated and distributed network across the world.…

Chief among these gaps is the lack of trust by the civilian populace that the Army is an effective organization. Effective means not only fighting wars but also winning them and while minimizing cost. I believe a strong sentiment has arisen in the civilian sector that the military is just a vessel of waste that has not brought a successful resolution to a conflict since World War Two. The military is not entirely at fault in this matter since national policy certainly has its own impact. To ensure the success of both and avoid finger pointing, the Army professional must apply strong stewardship in providing unique and vital expertise to the decision making process on both sides of the aisle (ADRP 1, p. 6-10).…

However this particular soldier does not report back to the U.S. military at the end of the day, instead he reports to a black ops corporation called Black Water, who has had these same dramatic instances occur repeatedly while hired by the U.S. army. Nevertheless, do the Iraqi citizens care, do they distinguish between a contractor and a true American soldier? How can they differentiate when one of their loved ones has become a victim to someone they only recognize as American.…

This paper examines four current sociological phenomena and their resulting theories, offering possible explanations for the increasing problem of minority abuse by law enforcement. Although there are many other factors I have chosen to focus on racism (ACLU, 2015), militarization of the police force, (Jenkins, 2014) the hiring of veterans by law enforcement agencies (Jenkins, 2014) and a sociological phenomenon known as “the other” (Franzoi, 2012). Two of these seem to play a larger part in the problem as the other two forces are not recent developments and therefore less likely to be causative of a more recent issue.…

The new technologies have integrated many sectors of combat system industries which needs a high level of qualification. Naomi Verdugo and Nehama E. Babin write in “The Impact of Advanced Technology on the U.S. Military”, that it is mandatory to adapt the skills of manpower to the requirements of new technologies. It will demand greater knowledge and more sophisticated skills than are presently. For instance, computer systems and networks remain advanced technology which is used now in the majority of telecommunication systems thus radically changing the profile of the users of these systems from soldiers to operators. This also will generate the need for skilled personnel in the maintenance sector because of the greater sophistication of new systems.…
