What I believe he was doing was trying to understand how strongly they felt about their suggestions and seeing what serious problems are actual of importance for the Declaration of Independence. I do wonder however if he was just using his silence as a way to understand just take in the situation at hand. During the conference he did agree to what he would change in the declaration to give relief to those who were worried about each situation.
