When it comes to community policing there has been a shift in the basic orientation of the everyday police activity. This shift has changed from fighting crime through arrests to fighting crime needs a broader set of interventions. Community policing is defined by Weisel and Eck in 1994 as “a diverse set of practices united by the general idea that the police and the public need to become better partners in order to control crime, disorder, and a host of other problems.” There is no single definition for community policing and many variations exist. Community policing requires the cooperation between the police and members of the community. Community policing is the assigning offers to specific neighborhoods. This long term assignment has the idea that the police will know the community, the citizens, and their problems. This result increases goodwill on the residents and desired assistance by citizens to involve themselves with the police. The fourth major element of community policing is the altering of the goals in policing. This is close to identifying and attacking the root causes of the problems. This can cause a significant shift in how the police are judged. Community policing has had a successful community-oriented policing policy approach called the Chicago Alternative Police Strategy (CAPS). This program began in five police beats in 1993. The key aspects of these programs were assigning officers to permanent neighborhood beats, involvement of residents, and reliance with other agencies. Community policing reported that cities that received community policing funds made significant greater number of arrests and experienced lower levels of violent and property crimes. Community policing have positive changes. Civil abatement involves citizens, landlords, zoning boards, etc to the application of civil codes. When it comes to drug crimes efforts are to eliminate the use of locations for drug se or drug sales. The abatement projects are successful at building coalitions of citizens and agencies that are effective in curbing the target problems. Weed and seed program is a federal sponsored project that aims at weeding out existing problems and seeding out areas that have programs and initiatives that have the return of the problems.
