The 15th Amendment stated that no one could deny someone's vote based on race, color, or previous enslavement(PBS). Despite this, these clauses were created to exploit the lack of education and literacy of newly freed Black Americans. Namely, literacy tests, which evaluated voters' basic reading skills before they cast their ballots(Fiveable), were designed to be difficult and were subject to discrimination under the administration of white election officials(Fiveable). Case in point, when many African Americans went to vote, they were given parts of the Constitution or other high-level documents to read and many Blacks were either literate, semi-literate, or not at all literate coming out of slavery.
