First off, the One Child Policy fulfilled its purpose. When the policy was enacted, Chinese officials hoped it would lower China’s population growth. And in 2010, the Population Division of the Department of Economics and Social Affairs released a graph projecting China’s population to decrease after 2030 (Doc A).
