In the event that any contradiction arise among “interests” and the activity of giving priority to “interests” even if lowering the gain of “the world and the nation” in the long term is not prohibited, or in the case that “interests” can be temporarily restricted to increase the gain of society, would it be “beneficial” to establish institutions based on the urgency of current affairs in light of “public welfare”? It was Dazai Shundai (1680‐1747) who set up such a political and economic subject in the shogunate system.

In this way, the system of Dazai based on “Time, Reason, Dynamics, and Emotions” was “to utilize the politics of money and goods” accompanied by moral, was to induce profits from “public welfare”. Therefore “to use resources reasonably” from “public welfare” was to constantly stabilize the lives of people (Dazai 1729, pp.396, 488; The Shujing “Daegeum”).
So if the four elements were adaptable like the situation of “the ancient kings” , ideas of “the ancient system” by “public welfare by interests” might have been realized. However, if political economy and its subjects (political leaders) are unable to cope with “the present world” between “Emotions” and “the ancient system”, they have a serious dilemma there and then will lead to a stage where a macro imbalance must be reformed. And with that, in order to resolve the inconsistency of “the present world” and to relieve the people, the necessity of “the institution establishment” (active institution introduction by the political subject) that directly intervenes in “the world” and can induce “benefits of public welfare for the people” through coordinating the interests, is
