Daugherty believes the review process fails on many levels, but specifically two areas:
The number of individuals briefed about these operations
Lack of punitive actions against individuals (congressmen/women) who leak these operations
Daugherty states “the total number of witting persons on Capitol Hill was no longer small, for selected committee staff were also read into the programs.” (Daugherty, 2004)
The concern of to many individuals having knowledge of these actions, puts the covert action in jeopardy.
In 1954, President Harry Truman authorized a hit on Guatemala’s President Jacobo Arbenz, but due to too many details being leaked the operation was aborted.
