The actual process of budgeting could be very lengthy because they have to think of all the possible things that the state as a whole might be in need of for the fiscal year. In this paper, the weakness of the strategies will be identified and scrutinized and a recent example of each strategy will be provided and discussed in each strategies.

The weakness of this strategy is the law states that the State must repay the municipalities with interest within three years. It will become a greater conflict if the state able to pay back the borrowed revenues. While the last strategy is the use of accounting gimmick. The gimmicks are put in place to manipulate the timing of the expenditures. The weakness of this strategy is that it provide false hope to the people that is expecting funding for example schools. They might have promised the children parents and the children that certain things might be made available to them. This will bring mistrust and it might take longer time to rebuild the relationship of trust all over
