If I were in Dana’s shoes I too would prefer the multiple issues approach because it allow Dana and Larry to establish a clean line of communication where they could build rapport where each has equal and valued input. As the two work through the less complex issues they gain greater understanding of each other’s motive, goals and desires and it promotes a less combative environment. Once this negotiations relationship it established and each party reduce anxiety and feel more at ease, they can move towards the harder issues and leave emotions behind and deal with the facts in issue.

As a police leader I am very busy and to meet on every single issue would be an inefficient use of my time. When a negotiation process is requested I find it better to make a list of what I’d like to discuss, send it to the intended parties and ask for their review, comments additions and once an agenda is drafted, the appropriate amount of time is set aside and we meet to discuss its content.
I think back to a time when I supervised the High School Resource officer program where we has officers assigned to each of our cities high schools. Each year I would meet with the school’s administration to discuss the past-current and future needs of the school in relation to my officer’s presence in the school. Generally I’d receive a “wish-list” of topics from principals to discuss often including small and big picture items such as: drugs, thefts and other crime, presentations, officer’s court time away from the school, mentorships, programs, freedom of information type issues, lock down-hold and secure-shelter in place strategies, coaching, field trip attendance
