Milenia Hernandez Social policies shape how social workers and institutions respond to social problems. When organizations lack policies, structures, if they fail to properly respond to ethical dilemmas, and when they overlooked problems, it can lead to poor performance and the services provided will not serve the vast majority (Jimenez, p. 13). Through this lens, we will analyze the relation between social workers, social problems and policies, and how they are interconnected. The goal of social workers is to promote the well-being of the individuals they serve, from the offering of soft services to social actions, advocacy and the promotion of policy changes. Beside the Alianza and DSS poor performance, I consider that the lack of political support had a major impact in this case, the people receiving the benefits were underrepresented in the government which made almost impossible to have a clear understanding of their struggles, most of the workers lacked of cultural and legal system knowledge, but ultimately it was the DSS fault because as the main agency they had the responsibility to foresee the PAS to make sure all employees had the required training, to perform continuous evaluation in order to monitor the efforts and the effects the Alianza services had on the Latino community. Furthermore, DSS didn’t have clear goals and objectives. They also dismissed the Alianza accountability, they were not asked to report their effectiveness. However, the DSS also faced high case load, making supervision more difficult and time consuming; at the same time, they probably saw that a more thorough investigation could put the agency as a whole at risk and more
