Custer Hospital does not out right explain that they have some type of policy process they want to purse in order to achieve the planning process that is being advised. The one area that policy will have to be taken into account is the implementation of the electronic medical records (EMR). As Ms. Wilson has already pointed out, if the hospital does not meet the EMR standards a by 2015 her hospital will start to lose Medicare reimbursements each year they fail to comply to the standards. The Board and Ms. Wilson will have to find a strategy to help them implement this new system, teach their staff and get all the new and exhibiting medical files into the system. As stated in the draft the Board and the previous CEO could not come to any type of agree meant about compensations so the planning process was put on the back burner. Since compensation is the main barrier from allowing this planning process from continuing, figuring out what the total cost of the proposal is going to be the main priority for Ms. Wilson and her staff. In Mihaila, Ghedrovici and Badicu’s (2015) article they explained that budgeting should not lack coordination managers and other staff should know the strategies going in, meaning everyone should be on the same page and have clear expectoration as to what they want to achieve with the budget. Also budgeting should not be discussed with just the heads of the organization, this could cause one sidedness and make the other member of the organization feel like they had no say (Mihaila, et al., 2015). Ms. Wilson should gather the Board members and stakeholders into a meeting so that they can discuss a budgeting target, this way everyone is involved and has a say in whether the process should be continued. One issue that Ms. Wilson should keep on the table while discussing a budgeting plan is that if these new community improvements are not built and the EMR is not added, does the hospital have enough in the budget to replace the Medicare reimbursement they will lose. Until this is figured out it seems very unlikely that the Board would want to move forward with this
