Cultural Expertise, Understanding, and Awareness: Libya Libya is a country situated in the Maghreb region of Northern Africa, nearly all of the nation’s land mass is within the Sahara Desert. It’s bordered by the Mediterranean Sea to the north, Egypt to the east, Sudan to the southeast, Chad and Niger to the south and Algeria and Tunisia to the west. Tripoli is the Capital city of Libya. According to the Central Intelligence Agency (CIA) fact book, Libya is home to over 6,653,210 people as of July 2017. Gadhafi’s brutal crackdown on protesters spawned a civil war that triggered UN authorization of air and naval intervention by the international community. After months of seesaw fighting between government and opposition forces, the Gadhafi regime was toppled in mid-2011 and replaced by a transitional government known as the National Transitional Council (NTC). In 2012, the NTC handed power to an elected parliament, the General National Congress (GNC). Libya’s leaders have hindered economic development by failing to use its financial resources to invest in national infrastructure (CIA, 2017). Fact Book also alluded to the country suffering from widespread power outages in its largest cities, caused by shortages of fuel for power generation (CIA, 2017). Living conditions, such as, access to clean drinking water, medical services, and safe housing, have all declined as the civil war has forced more people to become internally displaced, further straining local resources.
