The Cuban Government and Military utilizes several intelligence gathering techniques and some would deem useful and successful in gathering intelligence on the United States during this 15 day exercise. Many of Cuba’s techniques have been inherited from the Soviet Union, The Peoples Republic of China and now from Russia. Cuba has the ability to use IMINT, SIGINT, HUMINT, MASINT, and open source analysis to develop all source intelligence products for Cuba 's political and military planners. According to intelligent sources, Cuban intelligence operations against the United States have increased in sophistication, scope, and number, and are likely to remain at a high level for the foreseeable future (Cereijo n.d.). The HUMINT capabilities has actually always been a huge part of Cuba’s gathering technique. Within the exercise I would utilize the DGI to send operatives into the exercise posed as refugees, in hopes of gaining access onto U.S. Naval & Coast Guard vessels. I personally believe that the HUMINT would be failure, because even if they did gain access than the type and amount of intelligence would not be as relevant as needed.
