CSC Espinoza actively promotes life-long learning to his staff and others. After the changes implementing the new Blended retirement System were affecting all new coast guard members he dedicated hours on training and mentoring ensuring all members of his staff completed all the require knowledge ahead of schedule. He developed an EPME training schedule for his subordinates and dedicated more than 120 hours of classroom training for the completion of all EPME and RPQ sign offs. As as a result, all more than 15UPH non-rated personal completed completed all the requirements for “A” School enrollment. He created a UPH Rate Familiarization Training to ensure non rated personnel could receive more than 300 hours of hands-on technical experience
