Ideally, the moral system is supposed to prevent detrimental behaviors. This is done by disapproving of any negative values, which are destructive to society. The system naturally inclines citizens to avoid illegal activity. This is accomplished using the fear emotion. Like previously mentioned, fear is one of the most powerful emotions. That fact makes fear a great deterrent against unmoral values. It is safe to assume that the average citizen has a fear of going to prison.
