The population in this city went up, not by much, but property crime offenses seemed to slow down a bit. In Denver, Colorado in 2010, the population was 607,051 and property crime offenses were 20,671 per 100,000 inhabitants. In 2015, the population grew a little to 682,418 but property crime offenses rose to 24,089 per 100,000 inhabitants. One of those reasons can be because Texas law makers and law enforcement agencies made a decision to change their outlook on how to punish offenders with different sentencing laws. They decided to renew an old initiative that was introduced back in the early 01990’s by the former Gov. Ann Richards, which at that time did not do so well, but with a new look from new leaders, has changed and expanded rehabilitation and treatment programs here in Texas. Prison populations started to decline, recidivism rates decreased and ultimately crime rates went down, not all crimes, such as murder, but for the most part a lot of crimes
