The phrase "Creative Treatment of Actuality" can have different meanings for different people. According the Chapter 9 in Film: A Critical Introduction (Pramggiore), the term was first used to describe early short movies that showed everyday life, shows, performances, and parades. These upstaged acts of life were non-fiction documentaries that depicted normal activates that people would see or do daily. Therefore, the phrase can all together mean the artistic use of everyday life in film to give a meaning. Not all documentaries would go on to only show everyday life, but also, important events. It describes the event through the use of real footage, but also the use of animation and a combination of the both at times. Tower is an alternative narrative film that includes re-enactments, real footage, and animation. Maitland used several different artistic ideas in the film to best accurately portray the fatal events that occurred, without focusing on the sniper himself. Maitland focused on the commentary of the survivors that the sniper affected, unlike most documentaries do that focus on the criminal and their crime, not to the victim's. In the process of creating the documentary, Maitland decided to use not just one point of view of the incident, but a handful of those that were actually where a part of the events that unfolded, or those that were truly affected by it. Maitland did use actors for the commentary of the beginning part of the film, this allowed the audience to see the event be describe as if it just recently happened with the young actors commentating the events, and then switching to the real people of the event toward the conclusion which showed the reality and aftermath in present day to the
