To do this, there must be someone who must make decisions on what will work for our society and creating a perfect society. In The Giver, it is the Council of Elders that make these decisions. In real life, these people can also be seen as dictators. These dictators make decisions on what they believe will create the perfect society through any means necessary. However, there is no such thing as a perfect society because everyone has a different idea of what will make society great.
