Although the organization operates and strives to be a state, it has policies in place against it as a terrorist organization. With the newfound tactics that ISIS has employed, it is clear to see that there need to be new counterterrorism tactics employed as well. In my recommendation to the new president-elect, and his administration, the United States would adopt new and old policies into the new counterterrorism platform. The continuation of airstrikes against ISIS territories would be valuable in cutting a branch of its financial source; however, the new policies presented would also provide useful in counteracting ISIS outside of Syria and Iraq, and persuading the public opinion to take more of their own stance against the organization. In these recommendations, full out force on the ground in both Iraq and Syria is heavily avoided, as it would dismantle all counterterrorism policies and progress already put in place. In order to counteract ISIS, they must be treated in such a way that their financial resources and vast network with the rest of the world are severed from the Syrian and Iraqi regions. Once this has been successful, these regions would be re-stabilized through a global coalition with various states in the form of community development and rebuilding. In addition, the monitoring of the terrorist organizations activity needs to be a concern for the global community.
