You see the people live in fear and follow the government's inhumane rules as it is how society has always been for them. I believe their society wants power and control as it makes them feel protected and untouchable. Henry was trying to expose the true nature of some government systems and show they will eliminate anyone who will stop them reaching their end goal. This is effective as it makes you aware there are corrupt governments in the world like the one Dickie lives in and how easy it is for them to control you. It teaches us the world is a cruel place and if we don’t do what we can to make it better nothing will change. This means we are going along with the cruel law’s society already has in place.
