Region 1 includes 25 facilities, Region 2 includes 24 facilities, Region 3 includes 15 facilities, and Region 4 includes 10 facilities. Each region has a Regional Director and Assistant Regional Director. The first Florida State Prison was created “following the Civil War 1861-1865” (FDC). Governor Robert Reid known as the fourth Territorial Governor was a big supporter of prison and believed that penalties such as whipping, banding, and the pillory should be abolition. He also pressed for one jail in every district because there was not a secure jail in any of the East Florida counties” (FDC). Florida first penitentiary happen to be in Chattahoochee giving the name Chattahoochee Penitentiary and the first inmate was “Calvin Williams after he was convicted in November 1868 for larceny and sentenced to one year” (FDC).
