Neutrality Humanitarian actors must not take sides in hostilities or engage in controversies of a political, racial, religious or ideological nature Humanitarian actors must ensure that assistance is not influenced by political, racial, religious or ideological policies, beliefs or actions that discriminate against women and girls and or undermine their rights to protection and humanitarian assistance. Because of pervasive systematic and structural discrimination against women and girls in many societies, which is often exacerbated during crisis, this principle may be especially difficult to uphold, particularly in contexts in which state and non-state actors actively oppose women’s and girls’ equality and rights to protection and humanitarian assistance
Impartiality Humanitarian action must be carried out on the basis of need alone, giving priority to the most urgent cases
