a) States with a large population, like Virginia (which was the most populous state at the time), would thus have more representatives than smaller states. Large states supported this plan, and smaller states generally opposed it. The US would not be better off because smaller states would have a disadvantage and little say in the government.

9) The New Jersey Plan detailed a legislature of only one house and featured equal representation in which each state had the same number of representatives.
