This is conveying how there are plenty of people that need fish to survive. While so many people are eating extravagant amounts of seafood for personal pleasure, they are taking it away from the people who truly need it. Some people might object that the residents of those countries need fish to survive. Not every country has the same agricultural opportunities as the United States. In some parts of the world, it is hard to find any other food than fish.
