It IS containment in one sense. Containment in terms of the cold war is defined as stopping the expansion of the Soviet Union/communism by the west. By supplying the people of west Berlin with supplies, the U.S./Western allies did not allow the Soviets to take the city. Had the allies not supported west Berlin, the city would have probably fallen to the Soviets, although no actual fighting occurred.
