Comparing NIBRS And UCRS

Decent Essays
Several factors play into the comparison of the UCR and NIBRS. You must consider the factual differences, non-uniform reporting practices, and reporting errors (Rantala, Ramona, R., 2000, p 9). The factual differences between the two data sources include the expansion of the hotel rule and modified or restructured crime definitions in NIBRS, and the use of the hierarchy rule in the UCR (Rantala, Ramona, R., 2000, p 9). By the design it seems as if NIBRS have an upper hand on UCR by measuring the different aspects of crime, giving the statistics on each type of crime within every incident, and less reporting errors (Rantala, Ramona, R., 2000, p 9). The FBI published a series of topical studies (“Juvenile Female Crime: A Special Study” appeared

In 1985, a joint task force of the Bureau of Justice Statistics and the FBI was created to study and recommend ways to improve the quality of information contained in the UCR (UCR Study Task Force, 1985). This resulted in the National Incident-Based Reporting System (NIBRS) and the first collection of data began in 1991. Under NIBRS, participating law enforcement authorities provide offense and arrest data on 22 broad categories of crime covering 46 offenses while providing only arrest information on 11 other offenses (Bohm and Haley, 2012). The advantages of the NIBRS as compared to the UCR is that the NIBRS provides more data on each crime, making it possible to examine crimes in much more detail.…

The UCR and NIBRS systems are the most utilized crime systems by agencies across the country. The UCR focuses on eight index crime, while NIBRS has twenty two Group A offenses. These two reporting system are very similar. NIBRS goes beyond the limits of what the UCR can accomplish. The UCR and NIBRS coincide with each other, if an agency cannot meet the full participation requirements, it may limit itself to reporting details of incidents involving the UCR’s eight index crimes rather than the NIBRS’s expanded list of twenty-two crimes.…

They both discussed the same subject of COMPSTAT but in a different ways and focus, but there were some similarities between them. Both articles examined the six key elements to COMPSTAT by explaining what the key elements importance to the COMPSTAT model. However, each article had differing ways of connecting their importance to their specific study. Article 1 examined each element and its affect on a small police department in order to see if they were useful in curving crime. Article 2 on the other hand explained the elements but looked at their affects on the American police system as a whole by using three departments.…

I also really liked the fact that in the discussion portion of the article they added in that on top of using the twelve different crimes they also added four different regression models made up of age, gender, county urbanization ,and prior criminal record. I think these are four important factors to contribute because of how big of a role they can play as well and I was very happy that the authors thought to…

Although there are criticisms, in which have merit, associated with the idea of a independent and autonomous criminal justice research agency, I find the ideas expressed by Mears (2010) to be important to the future success of criminal justice policy. Oftentimes, policies tend to be enforced without logical reasoning or empirical evidence to support the reasoning behind them in the first place. If an unbiased party, who is well trained in conducting experiments and analyses, were to independently take control of policymaking we would not only know who was accountable for the policies that were being passed, but we would also know why it is exactly that they are trying to pass the policies as they would be required to enlist evidence to support their findings. Through continuously taking part in developing these policies, such an agency would be able to develop a bank of knowledge about effective and ineffective policies, in which would allow, for example, the range of impacts associated with policies to documented; numerous gaps in…

Criminologists employ cross-sectional and longitude studies as observational studies during research. The two studies help criminology research to establish a comprehensive research methodology for comparisons of variables. Additionally, they create a coherent epistemology for deducing cause and effects. Mark Stafford observes that most criminology theories and research are causal. They attempt to establish the correlation between cause and effect.…

The Uniform Crime Report (UCR), which is gathered by the Federal Bureau of Investigation (FBI), is a primary source for crime statistics in the United States (Walsh 2015, p. 25). Through the UCR, the citizens and the law enforcement officers can see the crime rates or statistics in a given city. The UCR identifies offenses in two categories, Part I – the index crime and Part 2 – the less serious crime. The index crime is the violent crimes, property crimes, and human trafficking. Violent crimes include homicide, assault, forcible, rape, and robbery.…

The UCR Program allows anyone to prove any myth or speculation about race, gender, ethnics or other things from accurate data. It is important to find the hidden truth that some people don’t seek out because they would rather go with anybody’s opinion. It’s not easy to get facts especially from the Uniform Crime Report (UCR) Program but it does give satisfaction in knowing a myth or stereotype can be proven wrong or right with…

Self-report data plays an important role in revealing some of the dark figures of offending while allowing law enforcement officials to construct a database of offender typologies. Unlike official data collected from crime or arrest reports, self-report surveys extract information directly from the source (the offenders), therefore, revealing details which are typically not solicited during an investigation or an arrest. Moreover, self-reporting has its advantages such as simplicity, cost effectiveness, less sophisticated methodology, and can gather social, situational and behavioral factors, revealing methodologies and patterns of criminal behaviors. In contrast, self-report data also has weaknesses; the measures of crime and its correlates…

Victimization survey in the United States perhaps is the most accurate crime data survey which encompasses some of the so call, dark figures (crimes not reported to police). Currently, the National Crime Victimization Survey (NCVS) has a 91 percent response rate from eligible household and 84 percent from individuals (Rand, 2006). Furthermore, NCVS is different from other governmental agency surveys in that it is victim focused and includes threatened, attempted, and completed crimes from sexual assaults to simple property crimes. Whereas, others are more focused on the offender and/or the completed crime itself.…

Creating evidence-based policies requires a significant amount of resources and time. A criminal justice issue must be identified and it must be determined if a policy is needed to address the issue. Determining if an issue requires a policy response is important especially due to the “large-scale accumulation” of policies that has occurred in recent years (Farabee, 2005; Lipsey, Adams, Gottfredson, Pepper, & Weisburd, 2005; Petersilia, 1991; Ruth & Reitz, 2003; Sherman, Farrington, Welsh, & MacKenzie, 2002; Stolz, 2002; Wilson & Petersilia, 2002).…

The Difference The biggest difference between NIBRS and the traditional UCR system is the degree of detail in reporting such as classification and recording. UCR track the number of offenses; clearances; types and values of stolen and recovered property; and the age, sex, and race of persons who are arrested, as well as arrest data for both Part I and Part II offenses, and submit aggregate counts of the collected data in monthly summary reports either directly to the FBI or indirectly through state UCR Programs (Regoli, Robert M., and Hewitt, John D., 2008, p 5). Also, there are no requirements to tie arrests and exceptional clearances back to previously submitted incident reports in the UCR Program. On the other hand NIBRS, law enforcement agencies collect detailed…
