Section 504 is a part of the Rehabilitation Act of 1973 which is under the civil rights law and is the responsibility of the U.S. Department of Education, the Office of Civil Rights, to eliminate discrimination towards students who have disabilities yet are not eligible for special education service. Most importantly, the eligibilities of IDEA and Section 504 are different.
