Eventually, the Connecticut Compromise was brought up. This combined all ideas from the states. It called for one house that allowed each state to have an equal vote, and a second house whose representation would be based on population. However even after that, there was a lot of tension between the North and South. The main issue was over slavery, and if slaves could be counted for the purpose of appointing seats in the House of Representatives. This would allow the South to get more representatives. Finally, they came to an agreement and the three-fifths compromise was created. This stated that each slave would be counted as three-fifths of a free person for determining direct taxation and representation in the House of Representatives. The Unites States had to go through many measures in order to develop a system of Government. By uniting as a nation, many ideas and plans were created. Having such different views in the north and south made it necessary to make compromises. These compromises allowed both sides to have their ideas heard.
