At the age of twenty-five he began a two year term in the Georgia General Assembly. He also served in congress and twenty-six consecutive terms in the U.S. House of Representatives. His interests in national defense and sea power got him a seat in the Naval Affairs Committee and the Military Affairs Committee combined to become the House Armed Services Committee. In 1980 Carl became the first American to have a U.S. Navy ship named after him. He was also considered an advocate in the U.S. Navy, and also helped increase the U.S. Navy by 70%.
Richard and Carl were very different, but they also had some similarities. They were both from Georgia and were politicians. They both helped the U.S. Navy and helped during the war.
