According to Reagan during a speech in 1983, he wanted to design and implement an upgraded defense program, not to further U.S. ambitions but to curb threats to U.S. interests around the world. At the time, the Soviet Union was the greatest threat to the United States. The Soviet Union had already increased their military spending budget to finance a stronger air force, ground force capabilities, and weapons systems. The intended use of this advanced military was to intimidate and spread communism around the globe. To combat the spread of communism, Reagan created the Strategic Defense Initiative, also known as the Star Wars program. The SDI was a national defense network designed to target and destroy enemy missiles. However, the trial runs where often unsuccessful and the projected price totaled upward of one- hundred billion dollars. Peace was eventually gained when Mikhail Gorbechev became leader of the Soviet Union. In his efforts to reform the economic and political systems of the Soviet Union, he desired to ease tensions with the United States. While Gorbechev’s efforts were unexpected, Reagan responded with eager kindness. Both countries lowered nuclear arsenals and the Soviet Union dissolved only three years after Reagan left office.
